No, if you're just using them for dividers, the base weighs them down nicely. I was using mine to split the tanks into three parts, with separate water columns / filtration systems for the purposes of quarantine, so I needed them sans holes, and I needed to make the seal water tight.

It was actually a pretty nice little setup. I used it all the time back when I actually had space enough for my aquariums. Heh. I had one of those stacker stands with two 55 gallon tanks, separated like that into six quarantine units. I had this little new/sick fish multitasking center going on. Even had little "charts" attached to each one. Gave it that "real hospital" feel.
