Petco, Petsmart, any other local pet store that sells fish, or local fish store. Or online at Petco, PetSmart, Amazon...
For that matter, my local grocery store's pet section has 10g aquarium kits, but they cost more than at the pet stores.
By the way - you may already know this, but don't buy your fish the same day you buy the aquarium. The tank needs to cycle first, or you are likely to have a bunch of fish die in the first 2 weeks.
Wal-mart may be cheaper, but I wouldn't darken the doors of a Wal-mart if they were the only store left in the world - which they may be if they keep running locally-owned stores out of business with their unethical practices! (just my opinion, of course)
