Try feeding frozen brine shrimp to perk him up, my angels go nuts for it. Rinse it before you put it in the tank by thawing in a small cup of water then draining the excess water. Keep us posted and good luck...
I would keep going water changes till rradings are 0, or your fish are behaving normaly and feeding well.

I noticed in your other thread you said the tank was only 15 gallons. This size tank isn't suitable for your fish, which compounded by the high ammonia makes the tank highly unsuitable for your fish.

It's in the best interests of the fish (and you) to rehome the fish and research fish more suitable to your size tank.
