Algal film on water's surface, how to get rid of it?

Hi all, i have a 3ft planted community tank and theres a thin film on top of the water which i think is algae because its kinda green. It tends to break up when i drop fish food in, so its not really thick. I dont know my water parameters but any advice on how to get rid of this film?

I had a film on my aquarium surface and was advised to ensure the filter output broke the waters surface. I had my sparybar positioned to avoid that. Within hours of making the change, to where the output broke the surface, my surface was "film free."

my water has a film of some sort on top also but i thought it was oil or something

Hey Blax, it's actually proteins!

I've always thought it would be cool to make something that skims it off the top...probably mechanically. I've also always wondered if this film helps prevent gas exchange between the air and water...
