Long story short, I used to have quite a few really nice aquariums before I got married, got rid of them and am now getting back into the hobby. I've got a 36 gallon bow front and it has a crappy T8 17watt florescent bulb in it. I know I should go with a T5 but its been so long that LED's are hitting the scene. Since the tank is 20 inches to the bottom, lets say 17 inches down after I put the substrate in. Ive been looking at the Finnex Fugeray planted + and the Aqueon Optibright Plus LED. This is going to be a low to medium planted tank. Thoughts?

That will be fine, both LED's will easily grow low to medium light plants without problems. Just keep up a suitable fert regime, and you should be all good.
