Let me tell you first off that I have an Aquaclear hang-on-back 30 for my 10 gal. tank and I like it. Hanging on the back of the tank on one end (where the canopy has a cut-out for it) I get good circulation all the way down to the other end of the tank, even with the filter turned all the way down. If you still have your filter in you can buy online.

That having been said, I wonder what maakes you think your filter isn't keeping up. I would check the intake and look at the media inside the filter to see if it is clogged up. Check down at the other end of the tank for water movement - you probablly won't see any visible surface movement there, but hopefully deeper. Another thing to check is that the top of the filter is level. I eyeballed the front of the filter to see if it was parallel to the closest tank wall.

i bought the same tank 6 weeks ago. i think its a good filter with good flow. the one thing i dont like is the short pick up tube. its too close to the outlet. petsmart doesnt sell extensions. i have a used aquatech hob i added to the 20. when i get to it i will add a custom extension. too bad they didnt add 8'' to an otherwise nice adjustable flow hob. make sure your tube assy is seated all the way in the housing

oh and the real thing i didnt like was the factory light. it was way too bright and glaring.i rigged a dual bulb set up into the hood and installed 2 walmart 10w incandescent bulbs. i tried the cfl bulbs but i prefer a darker light. and the fish are less stressed with dark hiding spots.

the water is always cloudy and nothere is no movement passed 3ish inches into the water and nothing except in front of filter and they advertise the extension tube but dont even sell it. And water parameters are all great

i have the 20g tank with the top fin 20 fillter . do you have the control valve turned on? how long has your tank been up? cloudy water is normal at any point in the first week. it will clear up. if your valve is open and it still doesnt flow you should take it back for an exchange. the new filter will flow more than enough for your tank. i keep mine at half open.
