is 23 watts and its CFL! i pointed the lamp tword the tank and its not like its very deep water either.
I am assuming you planted bulbs in the sand and they had no leaves at the time; if so, you may not see growth for a while. I've always planted aponogetons with leaves so I can't say how long it might be for leaves to emerge from a bulb. Aponogeton do go through a rest period of a couple months when the leaves will die off and the bulb "rests," much like deciduous shrubs.
