Once fungus grows on a bulb, throw it out. It will not recover. The fungus doesn't kill the bulb, but fungus will only grow on 'dead' bulbs. Removing the fungus won't do anything to help.

If the bulbs float after a few days, they aren't viable. (too dry.)

Don't bury them at all. They will anchor themselves.
