The plants assimilate the nutrients that cause the scum, and faster growing plants obviously use more nutrients and faster. And surface plants are best of all at this, since they are the fastest growing plants due to their being closest to the light plus they can obtain CO2 directly from the air which is faster. Their dangling roots thus assimilate nutrients from the water faster in proportion. And they produce a lot of oxygen via the roots that goes into the water.
