I always remove any ties, weights, pots, wool, etc. before planting.
If you have a few inches of stem buried, they should take hold. Now, I have not personally kept this stem plant so I've no idea as to root development. Some stem plants, like Wisteria, develop quite extensive root systems from the nodes planted in the substrate, but many others do not. One trick if the latter is to place a small rock on the gravel next to the stems.
The other issue of course is that some stem plants will rot at the substrate level. Again I don't know if this plant is like that or not.
