One thing I noticed about Java Fern, it took about 2 months for it to acclimitize to the new environment - i basically saw no real growth for the first 2 months, then it decided finally to let the older leaves start fading away and focus attention on growing new leaves and plantlets. I read an article by Takashi Amano that echoes this, as he recommends getting rid of as many old leaves as possible on any Java Fern you're introducing to a new tank, and patiently wait for new growth, which will be adapted to the new environment, to start emerging.
