Yes. I should have mentioned this earlier, that Wisteria, is a low maintenance plant, and can survive in a variety of conditions, but it sounds like you want to grow it.
If so better conditions will be needed. Just make sure adequate lighting is available, and make sure it is properly rooted into your substrate. With any plant fertilizers, they will really bring out the best in any of your plants, and I have yet to see a plant not benefit from them. Also you might want to think about getting some fluorite rich substrate like eco-complete, which will both bring out the best in your plants, and will also make your fish's colours glow.
