Ex: What do I do with water Wisteria?

How can that reproduce so I can get more? Do I plant something? I'm just really confused. I have a 38 gallon tank and plants have totally owned me and I was thinking it'd be easy. I just want some help with this.

I planted it in my gravel so no root could be seen and it would stay firmly.
I kinda move my hand along it (like brushing it ever so lightly) and alot of it falls of and floats... why?

Hmm, Wisteria aye? I'm actually planning on putting some of that in my 10 gallon. I think the way to get it to grow would just be to feed it fertilizer, mix some eco complete in with the substrate, and just some patience. Also, you might want to think about investing in a Co2 unit.
(If i'm wrong somewhere, someone please correct me)

Wysteria is a pretty low maintenance plant once you get it in the right conditions. It is a stem plant which means you can propagate it by cutting the top bit off and planting it in the substrate. A rich substrate is helpful for growth- if you don't want to change your substrate you can get some root tabs (made by most aquarium brands), that stick in the ground underneath your plant. They work great and you only have to replace them every 4-6 months. A good liquid fertilizer is also recommended, as stem plants absorb a lot of nutrients from the water. I use flourish and I really like it. Last but not least, this plant likes bright light. It will do OK in low to moderate lighting, but it will really take off in a high light environment. Co2 isn't as important with this plant as with some others.

Yes. I should have mentioned this earlier, that Wisteria, is a low maintenance plant, and can survive in a variety of conditions, but it sounds like you want to grow it.
If so better conditions will be needed. Just make sure adequate lighting is available, and make sure it is properly rooted into your substrate. With any plant fertilizers, they will really bring out the best in any of your plants, and I have yet to see a plant not benefit from them. Also you might want to think about getting some fluorite rich substrate like eco-complete, which will both bring out the best in your plants, and will also make your fish's colours glow.
