Thank you for the info. One other question, If I use a frosted glass on my aquarium, for the light to pass thru, will that lower the amount of light that passes thru. and hence lower the amount of light that gets to the plants, or close off part of the area on the top of the glass so that the light has a narrower area to pass thru, and lower the light going into the tank?

Basically the deal with algae is a matter of finding the perfect balance. Too much or too little light or nutrients will result in algae growth instead of plant growth. When you provide the perfect conditions for your plants to live in however, they don't leave anything for the algae to grow with. Also, I know you said you didn't want co2, but I highly recommend it. The DIY setup is really quite easy, and co2 does wonders for inhibiting plant growth.
