Do you just tie this stuff off to a rock or piece of driftwood like you would do with Java Moss?

Yes. That should work for Christmas Moss. I have Java Moss and it grows very fast. I think that Christmas Moss is a slower grower though, so I would use something other than cotton thread to attach it to the ornament.
