The best sand and gravel for fresh water 12-24g

Trying to figure out what is the best sand and gravel to use for a freshwater tank, about a 12-24 g.
For plants. I would like to have a combination of the two but don't plan on growing any plants in the sand.

If you don't like the look of eco-complete, that doesn't have to be your top layer of substrate. It only has to be the under-layer where your plants are going. A lot of people like to have a sand substrate that they put over the eco-complete and it makes it look like there is a full sand substrate. Just make sure to not put the eco-complete next to the sides otherwise guests will not be fooled8)

What kind of plants? How much light? Depending upon these answers, plain gravel or sand can work.

Personally, I don't want the rock at the bottom of my tank to be the highlight, no matter how expensive it is. The fish and plants are the highlight of my hobby.
