No, that's absolutely not true. There are some stories out there on this site of folks who worked in fish stores who had fish turned in that had been terribly overcrowded. They may have been a bit stunted on the outsid (but only a bit) but their insides just kept growing and got all fouled up.
If all you have is a 10 gallon, don't even think about a Bichir.
