I would suggest your tank lighting may be bright. As it notes in our profile (click the shaded name African Butterfly Fish) it needs dim light, and floating plants. I had a pair of this species for many years, and the only time they ever left the surface was to jump out
or if they were stressed--as when i found one on the floor and returned it to the tank, it dove to the bottom for a spell. They should remain motionless at the surface, only springing into action when "food" comes by. Or if they are interacting, this is a fish that should be in a pair (male/female) or in sufficiently sized tanks a small group. More info is in the profile.
