Flake food isn't your problem. If your fish are new, perhaps they are settling in, not ready to eat. Try putting the food below the water line. Take a pinch, put your hand in the water, and release the food. That way they don't have to pick it off the top, and they will see it readily. Back away from the tank, in case they are shy, and see if that helps.
